The problem/need statement is the first part of instructional design, in that it is explained what the need is for the development of educational instruction. Instruction must be the answer to solving a problem, and this assignment details what the problem is, and what the students needs are. For this particular program development, the focus is on the problem of student need related to public speaking and anxiety.
